This PR updates the ArmPL package manager installation in github workflows for the 26.01.1 release. It also updates the version of LAPACK used to 3.12.1, to match what is supported in ArmPL 26.01.1.

This PR updates the ArmPL package manager installation in the github workflows for the 26.01.1 release. It also updates the version of LAPACK used to 3.12.1, to match what is supported in ArmPL 26.01.1.
