• Enabled Bazel build and examples on Windows, expanding cross-platform support

🚨 What's New

• Introduced new oneDAL functionality:
  • Added SPMD API support for PCA and Covariance computations on CPU

🪲 Bug Fixes

• Fixed visibility of destructors in *_input classes, addressing potential runtime or linkage issues
• Reverted rules_cc update due to compatibility or stability concerns
