chore(pipeline): update generated preview evidence workflow

Summary

• update @async/pipeline to 0.9.26
• regenerate Async Pipeline workflow and locks
• adopt preview evidence plan/stage/inspect/doctor flow using async/actions v0.1.17 and @async/release v0.1.3

Verification

• pnpm run pipeline:sync:check
• pnpm run pipeline:github:check
• git diff --check
• pnpm run release:check

Notes

• Local registry at 127.0.0.1:4873 was not running, so the dependency update used --registry=https://registry.npmjs.org after verifying @async/pipeline@0.9.26 was available on npmjs.
