Restore the Code Diagnostics dashboard spec

This release commit only bumps the crate version/changelog for v0.0.14, but it also deletes the entire LSP Code Diagnostics dashboard design document. When future Code Diagnostics work needs the broker/API/UI contract, the released tree no longer contains this design reference, so the release would unintentionally drop project documentation unrelated to the version bump. If this removal was not intentional, keep the spec in the release commit.
